LEED Rating System Drafts

USGBC periodically seeks comments on proposed drafts of LEED Rating Systems, credits, and new issues. Learn about the comment process and comment on any open issues below.

Comment Process
LEED is developed through a process in which proposed new rating systems or significant revisions to existing ones are reviewed by USGBC, the Technical Advisory Group, USGBC's Board of Directors, and finally, the LEED Steering Committee. Once these reviews are completed, the new rating systems or revisions are opened for public review and comment. In accordance with USGBC policies, the first comment period is open to the public for at least 45 days. After the comment period closes, comments are incorporated into the draft, an outline of the changes are posted, and a second public comment period is held, during which the public can comment on any changes made since the first comment period. The final draft is delivered to USGBC members for balloting.

Respondents are encouraged to submit comments on individual credits and include recommendations for resolving any identified concerns. Recommendations could include ways to improve the practicality of the criteria for a specific credit, or ways to clarify the language of a specific requirement.

Guidelines for submitting comments:

  • Comments are only accepted via the online comment form.
  • Each respondent may submit only one set of comments on any individual credit.
  • Comments may not be edited once submitted.
  • Representatives of USGBC member and non-member organizations are encouraged to submit comments collectively.

Rating System Drafts

USGBC invites the public to comment on the revisions to the LEED 2009 for Healthcare New Construction & Major Renovation Rating System draft through a 20 day 3rd Public Comment Period.  Revisions were made by the LEED for Healthcare Core Committee as a result of the comments received during the 2nd public comment period. The resulting draft can now be reviewed and commented on by the public. Credits that have not been revised since the 2nd public comment period are not available for comment.

Any member of the public may comment on the proposed changes to LEED 2009 for Healthcare New Construction & Major Renovations draft (after registering a free site user profile on the USGBC Web site). USGBC will respond to all comments on the draft and post the comments and responses (without commenter names or organizations) on the USGBC website. Comments not related to the draft revisions will not be responded to.  If further substantive changes are made as a result of comments received, an additional public comment period will be conducted on those changes. The final draft will then be sent to the USGBC member consensus body for ballot.

The third public comment period will be open for 20 days, from Tuesday, August 17th to Sunday, September 5th, 2010 at 5:00 pm PT.

Concurrent to the third public comment period, a 30 day consensus body opt-in period is now open to allow all employees of USGBC member companies in good standing to sign up to participate in the ballot.  As outlined in the National Member Policy, USGBC members must have current membership status for at least 30 days prior to the opening of the consensus body to participate in the ballot. For more information on the LEED balloting procedures, please review the Foundations of LEED.  To learn more about opting into the consensus body, click here

Project teams are discouraged from following any of the requirements outlined in the 3rd public comment draft version of the rating system as it is subject to further revision.
